How to share public IP with Private IP?
You are going to need a 2nd NIC card in the Server assgined to the Private IP and the Route the traffice from one to the other. There is a good tutorial on the following site;

Example 2 is what you are trying to do.
How to share public IP with Private IP?
Everyone has a single public IP address. When you send packets out of your computer they go through your small home network (Private IP addres 192.168.1.X) the router using something called NAT, translates that private IP address to a public IP address.

Your question is confusing.

If you want your friends to access your linux server resources via a public IP address; than you only need to give them that public IP address so they can access your server via web browser, telnet, or w/e service you have made available.

I don't think I answered your question, you may need to go more into detail of what exactly your trying to do to enable anyone to help you.
