I have a 12mb line that is coming in as an 11mb line on speed tests. What are the optimum settings for utorrent for such a line please?

The settings in uTorrent are determined by your upload speed.
Once you have your average upload speed, use the Speed Guide (Ctrl+G) to adjust your settings.
