A "router on a stick" is a router with only one physical network interface. It is generally used to route traffic between two networks that have a partial overlap. The router on a stick is placed in the overlap.
I currently use a router on a stick for my home network. I have a block of 8 IP addresses statically assigned to me by my service provider. But I have more machines than that. So I actually have two logical IP networks that run over the same physical wires. My "router on a stick" (a PC running Linux) routes traffic between these two logical networks.
